Community Memory: Discussion List on the History of Cyberspace ______________________________________________________________________
Lots of the "free" software referenced in the postings was paid for by the taxpayer.
Somewhere in this discussion there should be a distinction made between between the results of publicly funded programs (software developed under federal grants and contracts, including most university CS research), and that resulting from private effort ( individual or corporate).
There is no simple line of reasoning to follow, (given the myriad purposes and conditions of procurements, grants, basic research support, development efforts, incentives to promote practical use). And there are often (or ought to be!) vast differences in research as opposed to commercial code.
