You may find it helpful to see chapter 12 of Netizens: On the History and Impact of Usenet and the Internet - the chapter 12 "Imminent death of the Net Predicted" as it describes some of the situation regarding the commecialization and the Inspector General of the NSF's proposal that the Acceptable Use Policy of the NSFNET backbone be strengthened, not that it be abandoned.
