Yes, there existed spam in the form of a few isolated incidents from practically the beginning of electronic mail. USENET spam also became a problem fairly early. Goddard demonstrated rockets a long time ago, too, but it took a while for somebody to start using V-2s to bomb London.
Spam as an ongoing problem with electronic mail is a recent development of the past two or three years.
If someone can produce evidence to the contrary of that statement, I would be most interested.
