>This is somewhat anachronistic; but I recall a serious flap circa 1967, about students using the ARPANET to circulate anti-(VN)war propaganda. DARPA had to send out a notice that the whole system was put in jeopardy by such uses; we all understood how unenforceable that was.
This is strange since the mailing list which I think was called arms-d was about the horrors of nuclear war and the debate over what the various folks on the list thought would be a way to solve the problem.
I write about this in one of the draft papers I did about ARPANET mailing lists and early Usenet newsgroups. The paper is in the usenet.hist directory at
