An incident close to this happened recently in my town (Los Altos Hills, CA). A couple was invited to a party at the newly completed custom-designed residence of some acquaintences and decided they really liked the layout. They went to Town Hall, found a microfiche copy of the building plans, made a copy and had the house replicated on a site just two blocks from the original.
This duplication was eventually noticed and the design theives were caught and sued. The town still allows the public to peruse its microfiche files but has moved the reader with a printing capability into a back room.
I'm currently looking into the possibility of digitizing the town's microfiche files so as to provide more compact and reliable storage as well as easier access for the town staff and others, but we clearly must allow access to house plans only to those who are authorized to view them.
